What tool to use for simulating designs power consumption?

Power Simulator

I want to reliably simulate the power consumption of a design. Which is the appropriate tool?

If you simulate down to transistor level. Synopsys Nanosim works.

But for a design as small as multipler, there are many choices,
Hspice , hsim, etc.

Well how can i simulate a 16x16 multiplier in hspice? The netlist would be awfully big. Can i transform vhdl code to spice netlist?
