In most case, NC = no connection, more accurate is "No Internal Connection". And on boards these NC pins can be left unconnected, or connected to elsewhere at your convenience.
However, in some, very rare, cases, with some ICs, NC does not really mean "No Connection", it can be connected internally with substrate for examples, so it really means that "No Function" instead, and you cannot connect it at your convenience.
So, although with NC "no connection" pins of ICs, you had better to consult datasheets before connecting or leaving them float on boards.
