What is this component called?

It's a capacitor, but the voltage is unevenly distributed.

It got 0V on the left side of the two plates (yes, it's real life two plates, not some kind of layers twisted multiple times into a cylinder) and 10 Volts on the right side.
The voltage rise linearly from 0V to 10V between these two plates.



What is this component called?
 

I would say if it really has 10V between one side of each plate and the other end of the same plate, it's called "burned out".

Unless it's made of some exotic resistive material, in which case it wouldn't be a good capacitor, I think the symbol is indicating something other than a voltage difference from one side to the other.
