What is the software that I should have for javac command to work?

hi all,

i have installed the setup of a simulator, but all the files are java files.. in the readme file, it says that i should do a javac command.. when i apply the command it says 'javac is not recognized as an internal or external command, operable program or batch file'...

what is the software that i should have for javac command to work?

if anyone can guide me i'll be so thankful..
