What is the rule that follow the zener values?

ZENER Values!!!

The resistor values have a step that follow E6, E12 or E24. Which is the rule that follow the zener values?

Here is a commercial supplier of Zeners. Notice the right most selection area which lists the breakdown voltages. http://www.digikey.com/scripts/us/dksus.dll?Criteria?Ref=94144&Cat=30999203

Notice that they are not uniformly spaced in a log scale like resistor values are. Some manufacturers do have the log ratio though. Select Fairchild on the above page.
