I think BER depends on the modulation scheme, and S/N ratio (or Bit energy over spectral noise density ratio, Eb/No). I don't see a direct relation with frequency, so maybe you can clarify your question.
Increasing frequency decreases the eye open time, but you
need to know the transition time and signal jitter to do any
useful analysis; BER is the statistics of how often an extreme
jitter event violates the useful eye (period - risetime - falltime).
BER don't have any direct relation with frequency but usually as the frequency increases the BER also increases (in wireless) because of Rayleigh fading (higher freq need Line of sight) etc.
