What is the main difference between slices and tiles in HEVC?

There are two concepts in HEVC; tiles and slices. The main function of tiles is to facilitate parallel processing because tiles are independent from each other within *same image but what is the main function of slices and what is the difference between slices and slice segments.*

"The main purpose for using slices is resynchronization in the event of data losses" what does it mean. I am not getting this statement.
