A wave is a signal part. Most signals, and I hope that we're talking RF here, oscillate. A signal's ability to overcome distance and atmosphere depends upon how much electrical current you pump through an antenna's transformer, and its wavelength. But even very powerful AM signals cannot get around buildings or under bridges.
Bottom line: A wave is a small signal portion; a one megahertz signal, for example, has one million of these waves per second.
