complex filter from lpf

why Complex Filter use I and Q input???
what is the difference between complex filter and common LPF??? :?:
 

The total noise at baseband is sum of noise at "POSITIVE" and "NEGATIVE" frequencies. If you work at baseband there is no way of separating these. By I and Q sampling you will be able reduce the effects.
