what is the binary equivalent of -.015 (decimal)

Take 2's complement of 0.015
---------------------------
1's complement =>  1.11111100001
+ 1            => 10.11111100001

I guess this is how it should be...not sure though since its been a long time I did binary conversion manually :D

I basically aggree with the calculation. The number of integer bits however depends on the unspecified number range and the number of fractional bits on the also unspecified resolution.

There isn't simply one unequivocal binary equivalent.
