what is prescaler and post scaler

can any one explain in detail about prescaler and postscaler and also how it divides 1:1,1:8 what is that meaning
 

The prescaler slows down how fast the counter counts.
The postscaler doesn't slow the counter, just how often it generates interrupts.
This is clearly shown in the timer block diagram.
