Where and when do we use pin strapping?

To assign a default state of a pin on power on or reset time.
When do we use : If a logic value '0' or '1' is an active value of this pin, and you don't want to be activated it on power-on or reset,
you may strap it to a value that you need...

Is PIN strapping and pulling up/pulling down a pin same?
