What is OA feature in cadence EPS?

When I launch Cadence Encounter Power System tool, I am getting an OA database error.
"Failed to initialize OA database. OA related commands can not be run."
What do this OA features mean??
 

Open Access database, perhaps? For reading a design from an Open Access database, which is mainly used by Cadence's analog tools.
