What is inrush current ?

What is surge ? Is it a current ?

what is a surge suppressor ? Where & why it is used ?

I agree with Liteon. In additon sometimes inrush current is referred as the current requiered by a device when turned on or connected to power, this is mainly caused by capacitor charge. There are surge protection devices that reduce this peak current (Typically NTC resistors that have high resistance at startup and low resistance during normal operation NTC Applications).
 
The additional current required for devices during start up is most of the times greater than the rated operating current of them.One common application is motors or power inverters,even a light bulb, etc. A soft-start feature is not applicable in every application but it is meant to reduce the inrush current.
 
Also another form from inrush current can be from flux doubling in transformer primaries. This can happen both in SMPS transformers and 50/60Hz power transformers.
