transistor sizing is varying the Width(W) and the length(L) of a FET to make it have the parameters that we desire... whereas in the case of BJT it is the sizing of the emitter to make the BJT have the parameters desired by us.......
Length is chosen by the technology you use viz. .18µ or .06µ so on.... after choosing the technology you can change width according to your circuit requirements.
