what is difference bet TI Evaluation Module and starter Kit

Hi all i hope all of you are fine
i see a lot of topics in this forum but i do not know why i take long time to be a member in this very very good forum (this is not a joke)

i am at my graduation project and i want to buy 2 DSP kits but i am new at this field <so what is difference between TI Evaluation Module and TI starter kit>
i notice that Evaluation Module is less expensive than starter kit,

and if any one know site i can buy optical tramsmiter and reciver to connect it with A/D and D/A converter in DSP
or a circuit diagram which i can made at home.

thaks a lot and i am sorry if the post is too long....
 

There is no a determined rule.
But, generally, starter kits are more simple designs.
