What dose it mean by IoT based works? I mean just to add internet with the device like using a GPRS module and connecting this device activating internet? Or something different types of?

I searched over internet, found most of the case IoT means using a raspberry pi and ethernet or wifi. Can't we make something IoT based without using raspberry pi? Can't we use just a simple microcontroller and a GPRS module such as SIM808 ?

IoT means that "things" (appliances, machines) become part of the internet, connect to each other or central servers, exchange various information.

Any hardware that is able to perform the required operations can work for IoT.

Yes, A device with a GPRS module can be called an IoT product. But in general sense, IoT means wifi enabled device. As wifi modules like esp8266 are cheaper than GPRS module, So these are now widely used for IoT product. Using a wifi module you can make a web server, the device can be connected to a local router, can be easily connected to a mobile phone even if you are not connected to the internet (if both the devices are in same network or wifi range). Here you will see a nice conversation of IoT. https://www.edaboard.com/showthread.php?t=367421
