What does the absolute and relative accuracy means in GSM Rx level?

Can anyone tell me the detail specification?
I don't know the absolute and relative accuracy meaning.

According to GSM spec the reference level for static sensitivity shall be –102dBm..
For more information check the latest GSM spec ETSI TS 151 010 (GSM 11.10), ch. 14.2 Reference Sensitivity and ch. 14.3 Usable Receiver Input Level Range.
