It would be easier to answer your questions specifically if you gave details about the particular VFD you're talking about and where it is used.

Going by the quoted statement, it seems that the VFD is used to control a moving mechanical system that has a 'high' position, and the operator may want to stop the moving part when it is at a certain position or location. When the moving part is in the desired position, the DC brake will stop it and keep it at that location.

That again depends on the particular system. But in general, yes, it should stop immediately or at least within a very short time.

why brakes or braking are required ?
 

Because, without braking, momentum (or inertia) may keep the mechanism moving past the desired spot even after the driving power has turned off. Braking will help it stop quickly at the correct position.
