what does a transistor test fixture actually measure such as the one shown

Thanks alot man...but we the transistor test fixture to the end of the transistor(output) it has nothing to do with the input--> refer to the file i added
 

I think the post answered your question, as far as it's level of clarity suggested.

The circuit seems however incomplete. You won't necessarily need a full bias-T for the base terminal, but a coupling capacitor would be required at least.
Showing RF connectors and test fixxture contacts explicitely would complete a reasonable schematic.
