What do hex inverters and a class AB do in RFID reader?

rfid reader 74hc4060

hi,
can anybody tell me what does a 74HC4060 (14 Stage Binary Counter), 74HCT04
HEX INVERTERS and a class AB do in a rfid reader circuit?? why do we divide the frequency with 32? e.g 4MHz/32=125kHz..thanx

It could be due data transfer rate and modulation for 13.56 MHz transponders . It eliminates need for internal generator and dervies timing from corrier .
