Thanks, To drop from 60v to 5v as linear regulator........with it in "common collector"(?)
...As in R/Zener/BJT regulator.

Sounds more like an emitter follower configuration.

You are right about there being a minimum load because of leakage through the shunt resistors but it would be quite small, no more than about 5.5mA but if you are concerned about your load being inadequate I would think using the transistor at all would be overkill too. A simple resistor/Zener would be cheaper and dissipate the same total power.
