Neural networks are information processing devices based on brain cell models . We understand a lot on how individual neuronal cell operate .But because we don't have a brain model . We don't have a realistic architecture of the behavior of an ensemble of Neurones .
A lot of research based in trial and error architectures have been conducted and severals interesting patterns of connection have emerged .
They can accomplished some human like task . like association of concepts .. and patterns of information.
Look for the famous Mclelland and rumelhart . That the best curse !
Neural Networks is a mathematical model to simulate the AI. This model updates the learing by different samples and then for a simillar set of inputs it makes the decesion on its own [ AI]. So many algos are in practice. Example Back propagation.
The good book for neuro n/w is Neurocomputing by Nelison.

1)simple processing elements
2)a high degree of interconnection
3)simple scalar messages
4)adaptive interaction between elements
also neural networks are based on the parallel architecture of animal brains.
and von Neumann machines are based on the processing/memory abstraction of human information processing.
Everywhere when need to find solution from a lot of information:
pattern recognition, optical character recognition, analysis of financial markets, medical diagnosis.
Anyway, best AI was in "Ultimate Machine" invented by Claude Shannon :wink:
