Can anyone explain difference between ZERO and TARE functions in a digital weighing scale? I am confused since both of them makes the reading zero!!

Using ZERO may not zero the scale with "substantial" (package) weight on it (NET WEIGHT measurements), whereas using TARE should ..
In other cases, they both should allow you to "zero" the scale whithout anything on it, however, pressing TARE will not properly "zero" the scale - it will just tell the scale that the package's weight of "something" (nothing) is ZERO ..
