wav player or mp3 player, what is simpler to build!?

I've done a project with sound chip ISD1416, but this chip became obsolete, so i'm thinking to develop a player, but don't know which one is simpler to build. (simpler in means of programming code for microcontroller)

btw, i'm thinking of using PIC microcontroller.
