want to make CPLD development board

hello everybody...
I am Totally new to this FORUM.
I have XCR3064XL CPLD.I want to make a development board for this CPLD. I made the JTAG cable as per XILINX Circuit diagram.I dont have any idea how to beginfor this board...how to provide clock for this CPLD .........
If anyone of u pepole have made such type of board or if anyone has worked or any idea about this ...
then please help me out...
