Voltage Stabilizer problem

A 2000VA voltage stabilizer works normally when little or no load is connected but every time I plug heavy loads like my freezer, it starts tripping on and off repeatedly. I have opened it up and resoldered the legs of the relay but problem persists. Please anyone with experience on what next to check?
 

The start-up current required by the compressor in your freezer may me too high for the regulator to handle.
