Please recommand Very Low power CPLD with Battery, Altera or Xilinx or others?

you haven't indicated the speed required..Some epld applications can be perfectly
replaced with mcus
 

Static power requirements vs. Dynamic power requirement
Lowest static Icc : Lattice Zero Power CPLD
Dynamic Power : I believe Max2 has a good score

Then starts the fine-tuning:
package, price, availability, density, support, etc.
