VDDA and VREF on STM32 and flashing ?

Hello guys,

Can I run STM32 without VDDA and VREF connected to PSU ?
I can not flash my code, is it because of VDDA and VREF not connected ?

VDDA must be connected
If you do not use on-chip AD, can not connect VREF
 

that's why I can not upload my code into the chip, because of VDDA is not connected ?
