From the description it sounds like a 1/4 wave vertical above a square ground plane and would naturally resonate at about 880MHz. What concerns me is calling it a "radiating element". If it's being used for transmission you have to be very careful if you introduce diodes into the circuit because it's very easy to destroy them and the resulting mismatch can destroy the transmitter as well. There is also a risk of serious harmonic interference being caused.
If you do want to tune it, the configuration depends on whether you want to increase or decrease it's effective length. To decrease it, connect the varactor in series with the feed point and provide a DC return from the element to the ground. To increase it's effective length, connect the varactor between the element and ground and apply DC to it through a choke.
