Using electrodes/electrical impedance to detect fish?

I want to try sensing fish passing through a channel using electrical impedance like how this paper describes, but I don't understand how their electrodes were made. How could I make something like this, and is it possible to buy something that would work similarly?

The measurement electrodes were described as being "made of strips of conductive copper tape", and I'm not sure how that works.
