I have designed a temperature sensor taking power from serial port, its working with serial ports on the mother board from a PC or laptop but not working with a USB to RS232 port as for my circuit power requirements are min 8 volts at the input of power regulator , I dont know the voltage levels on the commercially available USB to RS232 convertors. So if those convertors using any standard for design it may have voltage rating at RS232 pins.

USB Power-line is 5V. Use the ICM7660 (MAX660 etc) - capacitance voltage converter
