USB Plug - Current / Voltage

Okay so here is my question...
We know current is drawn so as long as the product is rated for more than 5 A were okay...but voltage does matter! Does that mean that this product can mess up my devices as we move to USB 4 and so on? (Since the voltage is changing)

Also, I remember hearing from an engineer at an IEEE workshop that it doesn't matter what the voltage rating was for one of the devices I was working with because it'll convert it down. Just for general knowledge, do laptops chargers have this? How can you tell if it's okay if the voltage is higher?

This product provides 5V at up to 1.1A from each USB output. It cannot be used for USB 3.1.
All laptops I have seen require 19V at 1A for charging. This 5V product cannot be used for them.

Just for more general knowledge...
I know as long as the current is higher on the source I'm good, but what about voltage? If voltage is lower/higher that means internal circuitry could burn out. Am I correct?

The USB power source is designed to feed the charging circuit in a cell phone. Most cell phones are charged from 5V at 500mA so this product will be fine.
I have a toy helicopter that can be charged from this product. Its 5V uses about 35mA.

If you feed 12V to an item that uses 5V then it will probably burn out.
