This is a hard to answer question. As stated the USB 2.0 HiSpeed support up to 480 Mbit/s but this is in the spec only. There is oter limitations making it more of 40Mbyte/s then The 60 that should be possible. But still in theory...
Then there is the used device, HD memmorycardreader or simulars implementation of USB in firmware. There might be limitaitons du to poor coding of firmware or by slow HD memmory card or simular.
The last part is the Host driver. In Windows there is a USB driver and the preformance of this driver has a big impact on the speed you end up with.
From testing and other peoples experience I got the picture that 10Mbyte/s is easily done wid HiSpeed USB, with some optiomization its possible to reach figures of 20Mbyte/s. To get hier that that there is great deal of driver optiomisation that needs to be done.
