usb enumeration not getting done

hello all
I am developing a simple usb HID device using AT89C5131A. I am writing the firmware in assembly language.
During enumeration the get device descriptor request is not getting completed.
What should I try to overcome this. I searched about this , tried changing the control endpoint size but it I am not able to get it working.
