I need to create non standard pachage in Proteus

Yes, learn how to create them yourself.
Read the help/instructions on how to create them, edit an existing one and inspect every element of it.

By doing this you will learn how to make your own symbols and components in your PCB package and then you will not need to ask others how to do it.

If you then have a specific question about part of doing this, then come and ask about it and I am sure that there will be someone able to help you. (providing the question is clear.)
