Unix socket programing: issue with sending hello package

I am working on peer to peer file sharing project


in my project i suppose to send query or reply or fwd query however I have to send hello package to adjacnet nodes every 3 mintues.. so i knw how to do this stuff in microcontroller using interupt or flag.. but how is it possible to perfomr some particular task time period ...
