Can any one help me constructing a Unversal Device Programmer, capable for programming Microcontrollers, EPROMS, EEPROMS, Serial EPROMS, GALS etc.

hi all colleagues
does any one know where can i buy a willem programmer PCB without components?
i just want to buy the base board all other adapter boards but clean without any components, i'll buy the components and construct the programmer over the ready made and drilled boards if it was available.
