Unable to Power DC motor via Arduino with 2 AA Batteries

I am using 3.7 V 2000mah battery.
I am stepping it up to power an arduino board via an NCP1402. It has a continuous output current of 200mA.
I am trying to run two Micro Metal Gear motors with stall current 700mA. This setup works fine.

However when I try to use 2 AAA batteries and power it up, it does not seem to run the motors.
Any idea why? Any ideas as to how to overcome this issue?

A 3.7V battery cell is Lithium. Its 2000mAh rating is its capacity, not its maximum output current. It should be able to produce an output of at least 20A!

The datasheet of an Energizer AAA alkaline battery cell shows that it cannot produce an output current more than about 600mA when it is brand new. Maybe you are using old carbon-zinc (Chinese ones are marked "super heavy duty") AAA battery cells that are already dead?

You forgot to tell us how much you are stepping up the battery voltage that steps down the battery current.
You also forgot to tell us how the voltage step up circuit with its maximum output current of only 200mA can power 1.4A of stalled motors to get them started.
