Unable to install freeware version of eagle

I am unable to install the freeware version of eagle(4.16 r2).The problem is when i click on the set up icon(blue colour) after unzipping the files into a particular folder nothing happens as in it shows no response.

If i directly click on the red coloured installation icon(without unzipping myself),same problem remains .The installer stops after unzipping the files.

So please help out what could the problem be
