Un-Equality between device working voltage, and goverment voltage

Hello,
I`m using a 22inch fan.
When I bought it I did not notice that it operates under 230V , 60HZ
Here in this country the AC voltage distributed to domestics, is maximum 220V.

This fan is not operating.
Is there anyway to regulate its working voltage, and maybe add more voltage to the home (or whatever) supply to make it AC of 230V?

I had only plugged it into an open switch relay and turn it on. The first seconds it ran great.
Then it has stopped.
What are the possible reasons for damaging it? Could it be repaired?
 

Do you have a multimeter? If so, it should be extra simple.

After all, an induction motor is only wire, with some switches and splices. Open the motor case and follow the continuity readings.

Some induction motors use a starting capacitor. If it went defective, the motor will not start, but it will still buzz.
