it's a simple ideas to create light effects, based on CMOS chipset. Ofcourse it is better to use prcessor, but not everyone can programming, besides it's good way to start fun with electronics. Unfortunately I don't have design programm so I made diagrams by pen.
First diagram is only generator that is controlled by amplifier CMOS 4017 works in typica configuration. Instead potentiometer you can put resistor 4,7 that is in series connection with two or three siliceous diodes polarized in conduction direction, resistors we plug to power plus, diodes to mass and resistor instead scroll potentiometer.

Second system works with 2 CMOS 4017 + one 4066 + 2 transistors.
Diagram doesn't consist generator or blocking condensers for CMOS power.
Untypical solution is that 4017 systems are in constant on reset mode (q0 output is not connected), start of some effect cause low condition on reset output and all sequence is started.
As I mention, when all elements are off, at output we have low condition, so you can add any number of new effects by simple plugging them in series connection.
After I had draw diagrams I got idea that instead transistors we can use 2 open gates in CMOS 4093 and free gates use as a clocking generator. Resistors between input CLKEN and mass seams to be needles. I can't remember, maybe Condenser 220 pf is plug to q0 not q1
