There is a DesignGuide in ADS, if that helps?, this is one.
There are examples already built you can see them, this two.
Now building a filter in ADS starts not from what ADS is capable of doing but how you want it to do it with ADS.
1) Use any method you like to build the filter in lumped elements. Remember wires do not count in lumped element model you test.
2) Convert the lumped elements (as they are inductive, capacitive or resistive) in terms of transmission line.
a) You start with Richards transforms
b) You end up polishing it with Kuroda identities
c) record Z0,lengths...
3) You use the LineCalc utility
a) select there what kind of transmission line you want:
there is a list in that utility
or custom width,height... of stripline, coupled lines, microstrip er, put frequency and etc. in that utility (there is a .pdf document for LineCalc in ADS)
b) synthesize it, record the numbers.
4) put block by block each transmission line pieces as "blue-printed in part 2)" but synthesized in step 3) to make the transmission line filter.
5) Test it.
