Trying to get my PCB manufactured and I get audit failed due to, without drill and keepout layer.

I am trying to get my PCB manufactured and I get failed response in snippet below.

I don't understand why they say without drill file when it cleary shows on her screen drill_1_16.xln.

Also, why does she mention that I need to add board outline in GKO/GM1/OUTLINE layer? all I want is the board to look the way I have it as shown. Why do they want me to add something else that I don't need? Can't they make it the way I show it? If I had a pcb printer, it would print it out as shown, don't tell me that it needs more added, its my circuit!
 

Yes you need an Board Outline layer because the manufacturer mills the PCB over this "Board Outline" lines.
However they may not use it and may take the outer Copper Layer as a reference but every manufacturer has the rules to comply.
 
Thank you for your response BigBoss, where can I go on eagle or ADS to get outline layer and where do I put the outline layer?
 

PCB Outline is necessary to tell the board dimensions and how the copper artwork is positioned on the board.

I don't know what's the problem with drill file, maybe the format isn't supported or file extension unexpected.

I would fix the outline problem first.

Thanks for response FvM, how would I create an outline layer and where would I go on eagle or ADS to put this on the PCB layout? maybe give an example.

In EAGLE the outline layer is called "dimension" layer.

Thank you for your response, I tried to use the dimension layer, I also tried to use the mill outlines utility. I looked in help to find outline layer and it talks about using restricted layers, so I tried to put that in and I click save then generate CAM data and it does not come up with any file named GKO/GM1/ or OUTLINE. What could I be doing wrong?

The Gerber files that you get now in Eagle should be enough for any PCB manufacturer.
You can check all of them using a Gerber viewer:
