Trying to get a Proper documentation for making a PIC programmer

I am trying to make my own PIC programmer using a USB to UART converter since those stuff are not working with JDM. I am supposed to make it using python scripting and if needed, may some time use any microcontroller..
But, I want to know from where I could get a proper documentation for understanding the flash burning process?
