Trying to choose a DSP, looking for advice

Hi all! I've been looking at posts on this board for ages, and have only just signed up.
Don't know why I waited :D

Anyway, I'm trying to choose a dsp family to work with, and it seems the lower end blackfin devices meet my current needs.

Thing is, I can't figure out if there is a non-licenced toolchain available. It seems there is open source support, but I'm a little skeptical as I haven't been able to find much clear info on the subject. I just need basic programming, debug isn't an issue at this stage.

Can these deviced be programmed using a standard JTag type interface or similar?

Ideally I'd like hardware that program both a basic DSP and an Arm(M3 core) :D

Apologies if I'm in dreamland, just eager to get going
