Troubleshooting with condensor microphone in Clapper Circuit...

Dear Friends,
I have attached circuit diagram of Clapper Circuit herewith..
I am having problems with my Circuit..

The LED attached to IC1 glows anytime..
I have also checked for any short connections, but couldn't find any..

Is there anything wrong with the Condenser Microphone?

Pls help me with the solution of this problem

Is C3 leaky?, I think the LED is on when the first IC is timing out. If C3 does not charge up then the chip thinks the timer is still running.
