Trouble with transistor Macom NPTB0004a

Hello everyone, this is my first question-post here. Has anyone used this transistor? The datasheet says it can handle 5 watts and <6 watts in compression, but the circuit barely manages to get 3.5 watts. If you assemble it according to the manufacturer's circuit, the power is less than 1 watt. The frequency range is 2380-2500 MHz. Could this be due to the fact that the order of turning on the transistor must be strictly followed here? Thanks.
