Trigger transformer for xenon flash lamp...min voltage

It's a bit hard to tell for sure (given so little information), but it is justifiable to specify that its minimum breakdown voltage would be 9kV. Some transformers might break at 11kV, some at 13kV, but none would go below 9kV, so this would be the "minimum" voltage it is rated to withstand.
