Transistor Saturation current confusing

So would that mean the hFE being 10? If you saturate the transistor with 1/10th of the collector current then you should use lots of transistors for high currents.

My personal experience says that if you use .75 or less of the minimum hFE given by the manufacturer it will saturate, even I have made functional circuits with that approximation and them worked very well. Actually the circuits worked as expected and I measured the VCE which was around 220mV.

What I mean is that I could saturate a transistor putting less than 1/10th of the IC current (like 1/70 or 1/200 of IC, depending of the model).
